Greater Conspiracy: Terror Doctor’s Network and Pan-India Attack plans discovered by confessions. The probe into the new car explosion in the area close to the Red Fort in Delhi has escalated to very high levels, with reports claiming that the suspects who have been arrested in the case – referred to as the Terror Doctor module – have come out with a very massive Pakistan-orchestrated conspiracy. The core of the plot is the arrested suspects, who include Dr. Shaheen Saeed, Dr. Muzammil Shakeel Ganai and Dr. Adil Ahmed Rather; they are all members of the Al-Falah University in Faridabad, Haryana, where the slain bomber, Dr. Umar Un Nabi, served as an assistant professor.

A bigger plot uncovered: Interrogation showed that the module had a two-pronged major fidayeen (suicide) attack that was to be launched on December 6 to create a lot of havoc in different cities, codenamed Operation D-6. The confessions showed that the first plot had been devised as early as 2023.

Recruiting to the women wing: The co-accused and Lucknow resident Dr Shaheen Saeed was a member of the Jamaat-ul-Momineen, which operates in the women’s wing of the Jaish-e-Mohammed (JeM) headed by Sadia Azhar sister of the founder of Jamaat-ul-Momineen, Masood Azhar. Saeed set up small, compartmentalized groups of five terror doctors, who would only interact with the head of the group to keep the operations a secret and to ensure that the whole network was not revealed in case one of the members was apprehended.

International links and handlers: The probe has revealed that there are international links, and the arrested accused, comprising of Muzammil, Adil and Umar, have been in communication with several foreign handlers via the encryption system like Telegram. It is also reported that some of the suspects travelled to Turkey, where they made attempts to contact members of the Tehreek-e-Taliban Pakistan (TTP) and JeM, meaning that the terror network is multi-layered and of a complex command chain.

Inside the bomb factory

The main bomb factory of the accused, which was used to prepare explosives, has been discovered:

Chemical gathering: Nuh, and electronic parts, Nuh and Bhagirath Palace in Delhi. Suicide bomber, Dr. Umar Un Nabi, is reported to have gathered chemical components to prepare explosives and electronic components. He even purchased a deep freezer to store the chemicals and stabilize them to prepare the explosive mixture, and this indicates a clinical and calculated method of making bombs.

Explosive Cache: The first breakthrough in the case was the recovery of approximately 3,000 kilograms of explosives such as ammonium nitrate, which had been stored in premises connected with the module in Faridabad.

Diary and digital trail

Various physical and digital evidence has been recovered by investigators. The diary by the accused had several repeated and coded mentions of the word operation, names of approximately 25-30 probable recruits (mostly Jammu and Kashmir and Faridabad), and hints at various planned dates of attack. In addition, video footage of the bomber, a doctor named Umar Un Nabi, discussing the suicide bombing, was recorded by the driver and has also been found, which gives a terrifying perspective of radicalism.

In a multi-agency investigation in which the NIA is a participant, the countries of Delhi, UP ATS, and Jammu and Kashmir Police are also assuming control, although the search of the extensive network continues; a student of the MBBS was arrested in Deoband, and he had direct contact with the deceased bomber. The case is a major and concerning change in the terrorist strategy, whereby a high-end, white-collar cell is under construction of attack the Indian mainland with highly trained professionals.
