What is SIR Voter List?
House-to-house enumeration is used to generate a new voter list as part of a comprehensive revision. Without consulting the existing list, enumerators go to each house and compile a list of eligible voters as per the date of eligibility.

This is done when the ECI decides that the current lists need to be completely redrawn or are inaccurate. This usually happens before important elections or before following administrative procedures like the delimitation of constituencies.

What is the SIR Voter List in West Bengal?
SIR Voter List in Bengali simply means Special Intensive Revision of Voter List adopted by the Election Commission of India. It is a very thorough and comprehensive voter list verification and correction process through which no eligible voter is left out, nor any ineligible person is included in the voter list.
House-to-house enumeration is done where booth-level officials visit each house to update voter details, identify eligible voters and remove duplicate entries, dead or shifted entries without having to rely on the already available voter list.
In West Bengal, the SIR process of 2026 is part of a larger phase covering 12 states and union territories. The revisions include the distribution of partially pre-filled enumeration forms to all voters by a specific date (October 27, 2025). Voters will have to verify their inclusion in the list and can raise claims for corrections or objections from the time of publication of the draft list on December 9, 2025 to the time of publication of the final list on February 7, 2026.
Linking the mobile number with EPIC is mandatory for submitting the form online. This exercise improves the transparency and accuracy of the voter list ahead of the assembly elections in Bengal and other states, aiming for fraud-free elections and full voter inclusion.
Key Features and Objectives of Phase II of SIR Voter List:
The second phase of Special Intensive Revision (SIR) of Voter List announced on October 27, 2025 is for 12 states and union territories: Uttar Pradesh, Rajasthan, West Bengal, Gujarat, Madhya Pradesh, Chhattisgarh, Tamil Nadu, Kerala, Goa, Puducherry, Lakshadweep and Andaman and Nicobar Islands.
The draft list will be published on December 9, 2025, with a period of time till January 8, 2026 for citizens to file claims and objections. Requirements for existing voters have been simplified – those whose names are in the 2003 voter list will hardly need to produce new documents. New voters or those who have not registered before will need simple identity proof like Aadhaar and a recent photograph. Booth-level officials are actively reaching out to eligible voters and distributing forms so that no eligible voter is left out. The final voter list out on February 7, 2026.
Over 51 crore voters are estimated to be affected by this phase, with special focus on complete inclusivity and openness throughout the correction and verification process. Special states like Assam will have their own SIR correction process later as per the specific state citizenship requirements.

The Election Commission clarified that while over 65 lakh voters were excluded in the first draft, the final list included over 21 lakh new voters and an additional 3.66 lakh names were excluded during the subsequent claims and objections stage. Some names were omitted due to deaths, relocations, and double naming, and there was no specific reason for the omission of about 10,000 names, most of which are concentrated in a few districts like Supaul and Kishanganj.
